Odds vary by group because FIFA's Annex C table assigns each 3rd-place team a different R32 slot depending on which 8 of the 12 thirds qualify — 495 possible combinations, each with a fixed assignment. A Group D 3rd can land in Boston more often than a Group C 3rd simply due to how the bracket is wired, regardless of team quality.
